Sergio Reyes, PE

President

Sergio Reyes is the President of eda engineers-surveyors-planners, inc. in Gainesville and has over twenty-seven years of experience working as a professional engineer in Florida. He has worked both for the public and private sector providing solutions to their development needs from small office buildings and restaurants to large subdivisions and large retail centers. Reyes is a member of the American Society of Civil Engineering (ASCE) and the American Water Works Association (AWWA).

Clay Sweger, AICP, LEED AP

Principal / Director of Planning

Clay Sweger is a Principal and Director of Planning with eda engineers-surveyors-planners, inc. in Gainesville and has over a decade of experience working as an urban planner in Florida.  His experience includes serving both public and private sector projects by preparing planning professional reports and studies, securing development entitlements, comprehensive plan amendments, zoning changes, land development code amendments, master plans, planned unit developments, annexations, due diligence reports and a wide variety of related regulatory permitting. Mr. Sweger is a member of the American Institute of Certified Planners (AICP) and is certified as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).

Carol Chadwick, PE

Senior Project Engineer

Carol Chadwick is a Senior Project Engineer with eda engineers-surveyors-planners, inc. providing our clients with 22 years of experience as a licensed engineer in 6 states.  Carol has specialized in design, permitting, and construction related civil engineering across the country.  She has been project manager in charge of permitting multiple road improvement projects, which include design reports, technical specifications, permit applications, complete bid packages, and construction administration.  She has been responsible for field engineering and coordination between multiple contractors and government jurisdictions.  Ms. Chadwick has performed onsite construction inspections of commercial projects and complete residential subdivisions, including grading, utility installation, and road construction, ensuring that projects are completed to schedule and meeting all applicable codes and specifications.

Jared Rogers, PSM

Director of Surveying

Jared Rogers is the Director of Surveying at eda engineers-surveyors-planners, inc. Rogers has been in the surveying and mapping industry in Florida for over 12 years and has experience in many different aspects of surveying including boundary surveys, topographic surveys, elevation certificates, subdivision platting, construction layout and drafting legal descriptions. Rogers attended the University of Florida and obtained a bachelor’s degree in Geomatics from the College of Engineering and is a licensed Professional Surveyor and Mapper (PSM). He is a member of the Florida Surveying and Mapping Society (FSMS), the Builders Association of North Central Florida (BANCF), and the Gainesville-Alachua County Association of Realtors (GACAR).

Meagan Dickey

Project Designer

Meagan Dickey is a Project Designer at eda engineers-surveyors-planners, inc. in Gainesville and has three years of experience working in land development.  She earned a Bachelor of Science in Civil Engineering degree with a minor in Urban Planning and Regional Development from the University of Florida. Meagan has earned her Engineer Intern Certification from the Florida Board of Professional Engineers and is working towards her Professional Engineer license.

Caitlyn Drane

Project Designer

Caitlyn Drane is a Project Designer at eda engineers-surveyors-planners, inc. in Gainesville and has three years of experience working in land development.  She earned a Bachelor of Science in Civil Engineering degree with minors in Business Administration and Sales Engineering from the University of Florida. Caitlyn has earned her Engineer Intern Certification from the Florida Board of Professional Engineers and is working towards her Professional Engineer license.

Onelia Lazzari, AICP

Senior Planner

Onelia Lazzari is an American Institute of Certified Planners (AICP) Senior Planner with over 30 years of experience in the planning field. She has a Masters degree in Urban and Regional Planning from Florida State University.  Ms. Lazzari has extensive public sector experience, which included supervision of the City of Gainesville’s comprehensive planning efforts; creation and implementation of the City of Gainesville Transportation Concurrency Exception Area and Transportation Mobility Program Area; land development code updates, and review of development plans for compliance with regulations.

Robert (Bob) Graver, PSM

Senior Surveyor

Mr. Graver is a Senior Surveyor with a degree in Forestry from the University of Florida and is a licensed Professional Surveyor and Mapper (PSM). He has been with eda since the company’s creation in 1976 and has a wide range of surveying experience including boundary surveys, topographic surveys, elevation certificates, subdivision platting, construction layout and drafting legal descriptions.

Alejandro (Alex) Perez, PSM

Senior Surveyor

Mr. Perez is a Senior Project Surveyor with a degree in Geomatics from the University of Florida and is a licensed Professional Surveyor and Mapper (PSM).  With 10 years of experience, including as President of his own surveying firm, he has performed all types of surveying activities throughout Florida including right-of-way, boundary, topographic, underground utility locations using Ground Penetrating Radar, and specific purpose surveying in addition to construction stakeout. Mr. Perez performs all aspects of surveying services, as well as coordination with eda field crews, one-on-one communication with clients, and project scheduling.

Tim Rockwell

Production Manager

Tim Rockwell has a degree in Construction Management from Santa Fe Community College and 20 years of experience in Civil Engineering, site design and construction plan production.  He currently serves on the Alachua County Local Planning Agency and Zoning Commission and is Vice Chair of the Alachua County Affordable Housing Committee. Rockwell is also a certified Storm Water Erosion Control and Maintenance Inspector.

Stephanie Sutton

Project Manager

Stephanie Sutton is a Project Manager for Engineering and Planning Projects at eda. She has a Bachelor of Science in Agricultural and Biological Engineering and a Masters of Business Administration from the University of Florida. Sutton is a member of the American Planning Association and has served on the City of Gainesville Plan Board for 5 years.
