Oaks Preserve is a 296-lot, 95-acre single-family platted subdivision on SW Archer Rd/SR 24 constructed in four phases. The project included design of 3,740 linear feet of city-dedicated road, a GRU lift station, and involved significant permitting across multiple agencies.
eda annexed the property into the City of Gainesville, applied for the correct land use and zoning, and created a master plan and design plat for the project prior to finalizing construction plans and plats for each phase.

Engineering
- Developed full construction plans for complete civil design of the project and all associated site improvements, including utility and stormwater infrastructure
- Prepared and submitted subdivision applications for all phases (design plat, construction plans, final plat) to City of Gainesville for approval by Development Review Board and City Commission
- Designed and permitted GRU water and sewer services, including a lift station, and incorporated phased GRU electric design into civil plans
- Received Environmental Resource Permit approval from the St. Johns River Water Management District, including design for new stormwater basins and stormwater calculations for each phase
- Permitted a Class II driveway connection with Alachua County Public Works for the improvements to County right-of-way
- Obtained FDOT Access and Drainage permits for the improvements to Archer Road
- Prepared and submitted a "Notice of Intent to Use the General Permit" for approval by FDEP for the construction of water main extensions in each phase to serve the development
Surveying
- Prepared detailed topographic and boundary surveys of the overall project and each phase, showing the locations of trees, above-ground improvements, and underground utilities
- Prepared topographic survey of approx. 1,800 ft of SR 24 to support engineering design of proposed road improvements
- Prepared legal descriptions/sketches for land use & zoning change
- Prepared subdivision final plats for each phase
- Prepared legal descriptions/sketches for all off-site easements including Public Utility, Ingress/Egress, and Emergency Access
- Set and certified all Permanent Reference Monuments (PRMs), Permanent Control Points (PCPs), and lot corners
Planning
- Processed an application to annex the 108-acre project area into the City of Gainesville
- Prepared Land Use Change & Rezoning applications to allow for the proposed density, received approval from City Plan Board and City Commission
