the brief
This redevelopment project involved the complete redesign of an urban shopping center located on 5 acres at the corner of NW 34th St/SR 121 and W University Ave/SR 26. The original shopping plaza was demolished and a new approximately 50,000 square foot Publix grocery store and 4 associated commercial liner buildings were constructed, along with parking, utility, and stormwater improvements.
This unique site was developed under city transect zoning standards and is bound by roadways on three sides, including two significant FDOT roads. Planned improvements to NW 34th Street and the two adjacent intersections required coordination with several different agencies.

Engineering
- Worked with Publix to design the site in adherence with their stringent internal requirements
- Developed full construction plans for engineering site design, including detailed utility plan and paving, grading, and drainage plan
- Designed an underground stormwater conveyance system comprised of R-tanks beneath the parking lot, resulting in Environmental Resource Permit approval from the St. Johns River Water Management District
- Obtained FDOT Access and Drainage permits for the improvements to state right-of-way
- Designed and permitted water and sewer services with GRU and incorporated GRU electric design into civil plans
- Prepared application materials, managed the site plan permitting process, and secured major development plan approval from the City of Gainesville's Development Review Board
- Provided construction administration services
Surveying
- To determine the feasibility of proposed improvements within the right-of-way, eda performed a review of available right-of-way maps of West University Avenue (State Road No. 26), and mapped the location of the right-of-way lines to the north (and extending easterly approximately 300 feet) of the subject property
- Prepared legal sketches and descriptions of public utility easements
- Prepared ALTA/NSPS Land Title Survey
- Provided construction administration services including stakeout, foundation and final as-built surveys of the building, stormwater basins, and R-tanks
Planning
- Prepared and submitted a Variance application to the City of Gainesville regarding Building Placement Standards that was necessary to facilitate redevelopment of the site. The Variance was heard and approved by the Development Review Board
